I think financial restitution would be really good thing. It would signal to the world that the Russian State not only apologises for its predecessors and their appaling regicide but that they are prepared to put their money where their mouth is. There could be a proviso that the 2 main Romanov groups share the funds and donate 90% to their charities. Simple everyone benefits -including the Russian state who have been an international anaethema for a long long time. Unlikely, with those 2 in the Kremlin!
