If Nicholas II had been brought up in a system that was a constitutional monarchy then yes he would have made a good constitutional monarch. But the problem was that he was raised to be an autocratic monarch and could not adjust to being a constitutional monarch when the first steps were being taken in 1905. But even then if Nicholas had stepped aside to play a figurehead role Russia stillneed a strong leader to guide her through that dark period and I don't think anyone stepped up to that position including the Tsar.
