Nicholas is on the record as saying that Kirill and Wladimir were the heads of the family - it was how Wladimir named his daughter as curator or the throne. However, Nicholas was never considered a member of the family due to his morganatic status. In the late 1930s, most of the dynasts recognized Kirill and then Wladimir as head of the house. Nicholas' father was largely the lone exception.
