Well, Ryan, you already know how I feel about procreators procreating hordes of children everywhere and ruining it for the future procreators (of all species) of the earth. So I won't go into it (much).
But I definitely don't think the idea of population control, taken to its logical conclusion, is necessarily fascism. It might be fascism if the powers that be were picking and choosing who could have children. However, if it's a country-wide (worldwide? nah, too good) limit imposed on people to have only two children at most, there's no favoritism going on and no inequality. It's a simple law, a law to keep the earth liveable for future generations. It's not too far of a jump to consider rapidly making the earth an unsustainable place a punishable crime.
I don't know that the idea is really that debatable - it's fact that our current rate of growth is unsustainable. The hairiness comes in - the cries of fascism, of Big Brother watching - when we start discussing logistics. How we'll enforce it. Whether there can be forced abortions. What constitutes a 'couple' after marries and divorces galore - can a woman just go around having two kids with each man she meets since she's in a new couple every time?
Logistics being hairy never stopped a law before, though.
