Feel free to retract your "really interested" statement... now.
Because I'm not all that interested in implementation and political problems involved. Why? I hate politics (and my degrees are in political fields [which is not to say, so you'd better listen as I am an expert, but rather that everything I say is dubious]). Politics is the attempt at forcing everyone else to do what you want either through persuasion of fact or lie, or because there is no better alternative. (Or through brow-beating by other "like-minded" individuals, i.e. your party wants it so you'd better step in line.)
So I understand the issues that would arise were any plan even hinted at, and that I don't actually see Gattaca coming around anytime soon. Politically expedient solutions, in my opinion, are rarely the best solutions, or even good ones.
I do like your idea of having biological parents held to the same standards as adoptive parents. (However, on a political tangent, foster parents should be dealt with first. I know many good foster families, but I've heard tons about bad ones (as I'm sure everyone has) and it seems that it should be politically expedient to deal with foster parents qualifications even if dealing with biological parents may never happen.)
Since you want to hear something, I will say that I never meant that sterilization would be a continuing process or basically forced voluntary appointments (i.e. show up or face prosecution). What I meant was actual sterilization. If that means babies would then need to be created / eggs fertilized externally and implanted, or some other process that doesn't really exist now, so be it.
Of course the idea is crazy and unenforceable as someone could just go to india to have the process reversed or to be impregnated. And anything along the lines of what you described - how would you make sure people showed up to their appointments - would also be problematic.
It was more just a rant because it is an issue that is not really being addressed.
I will admit that I've almost, in the last few days, written that were said parenting classes to be instituted that the films To Sir with Love, and To Kill a Mockingbird should be shown as standards. I'm sure others should be included and I'm sure films would not teach anything to anyone.
I guess the whole idea was that so many people just have kids for so many horrible reasons and then do so little to help make actual caring human beings out of them that something must be done to stop the flood of violent, obese, ignorant, ignorance-loving, predatory sociopaths. As defeating those issues is surely a piece of cake. (Well, cake won't help with obesity..)
