Nope. No oversight. We talked about this at length and we initially had only a flat, buckle collar in the rules. However, after hearing from some working dog owners, they convinced us that if this is truly to be like 'real-world' scenarios, they would need the dogs regular collar. In those cases, the regular collar is indeed a prong or a chain collar. We added the loose part to make sure it wasn't the controlling device and the obedience patterns are marked down accordingly for any strain or tightening of the collar. This is only for obedience, a flat or a harness should be the only options for PP. Which, in re-reading the book before answering this question, I see that needs to be clarified.
