Anxiety or Frustration

I am working with a young man whom mom says has severe anxiety. He has some pretty significant phonological delays and that makes him difficult to understand, and up until about 6 months ago, was saying very little. He has shown us that receptively he is intelligent. He responds to questions, and has begun participating in group lessons. Occasionally he seems to become overwhelmed with the number of kids and hides or begins to cry. He is inconsistent with this reaction though, at times this happens with a large group of kids, other times it happens with a small group (when it's quiet). His mom has done EVERYTHING for him up until he began in school, she is definately an enabler. We have used social stories and a visual schedule to show him what is coming, which doesn't really seem to help. It's difficult to pinpoint what the trigger is, because he often gets upset if he is corrected. I guess we are trying to figure out if this is really anxiety or if it could be frustration or sensory issues, and if any of you have any ideas.
