Mom around or not, one way that I can sometimes get the child to engage is to "parallel play" while doing a lot of self-talk. Such as "Here is my Minnie Mouse. I wonder what would happen if I put her on top of the ___ -- Oh no, I think she's falling off!" Or "Oh my gosh, I can't find my ___ (it is in plain sight of the child). I wish I could find it!"
One thing I have learned about two-year-olds: once something hits their funny bone, they don't mind repeating it a hundred times. If you play hide-and-seek, they will hide the same thing in the same place over and over if it strikes them as funny. Maybe you can figure out something that hits her funny bone.
