Help! Difficult toddler won't imitate

I am working with a 2-year old girl. She has very little verbal expression, but can imitate gross motor and oral motor movements...when she wants... An example: she will go to her mother with her cup and do the sign for "more". But when playing with bubbles and encouraged though modeling/hand over hand/wait time to sign to continue bubbles absolutely refuses. What toddler doesn't want to play with bubbles? Everything in mom's life is a power struggle with this little girl; getting dressed, brushing teeth, coming the the table for meals...etc. Major temper tantrums. Does not appear to be on the spectrum. Older brother also did not speak until 3 1/2, but he was more compliant and attempted to participate in sessions. We tried reducing pressure and just played with toys hoping she would join in, but no luck. Even when she directs the play, as soon as, mom and I join in she shuts down. Feel like her non compliance is keeping her from moving forward in our sessions...she won't try to sing along, won't try to participate in verbal routines, won't try to imitate animal sounds with toys etc...Any thoughts?
