I would always start with a highly sensory based activity if possible to get him engaged: stick him in a swing, roll him on a ball, play at a water table or in a bean box. Then try from there to start implementing imitation of exclamations like, "wow, uh oh." Also, you can start introducing basic signs such as, "more," during this highly desired activity. Just model and do hand over hand a lot at first and you might be surprised how quickly he picks it up.
