Articulation vs. Expressive Language

I have a 4 yr old boy, recently was identified and started in the special education preschool. He doesn't use any words. His spontaneous words are only vowels and grunts, but he can imitate early consonants and can say some words given models(book, drink, water, hi, bye). Would you work on articulation CV, VC, CVCV words or would you work on functional words. I don't think its cause he can't produce the sounds, I think its more he doesn't have expressive language. What do others think? thank you!
