I'm sure it varies between IUs, but at least where I work, if a child has not qualified with the IU, their chances of qualifying with the district in kindergarten are very slim. More often than not, they qualify for speech therapy in preschool with the IU but are dismissed after being re-evaluated in kindergarten.
By all means, write a letter with your own recent test scores, but it is unlikely the district will just accept your test scores and recommendations without doing their own evaluation to determine eligibility. As others have mentioned, schools and private practice use very different qualifying criteria.
