i have not looked (yet) at dawn's info, but what age are you working with?
I start by defining each of the type of question (who means people, what means things/actions, where means place, when means time, etc.). I keep out that visual for them when we start. I then give them a simple "answer" such as their teacher's name e.g., "Mrs. Smith". I walk them through starting with is Mrs. Smith a who or a what? Hopefully they respond "who", and then I explain that's how we start the question..."WHO is _____". it takes some practice, but once they get the hang of it, and quickly respond, "Who is your teacher?". It becomes a fun challenge for them.
