I'd stick with following the child's lead, but would recommend trying a change of location. Have you taken him outside? He sounds very active. I'd try the backyard with balls/bubbles/ cars or playing on his playset or meeting at a playground?? Then you can work in your goals by putting words to his actions or engineering the environment to target certain sounds or words. You can also try hiding objects of targeted words for him to find. I'd go for high action and high interest. Who knows. Worth a try! Good luck!
The Hanen program is worth looking into as well. They have a great book and CD for working with parents, "It Takes Two to Talk" that you could get. It is used as part of the program but would help alot even if you don't attend the workshop like I did. I really like it for this reason.
