The beauty of the schools-its built into our contract. When I worked for a private practice, I was paid a %-age of the insurance+copay or the billed amt for private pay. My director increased the %-age each year on my anniversary date. In the hosp-based on review-but rec'd one every yr.
I know economically things are different now but...build your case, express your great points, have you increased your caseload, gotten referrals on your own, etc? Do you know the average rate for your part of the country/setting?
When I negotiated with the school dist (came from non-school backgrd with years of exper) I looked up similar district SLP salaries in my area, that also gave years of experience info-so I was armed with knowledge. Of course you have to be reasonable - like my dist came in slightly below what I asked for bec a long-time SLP in the dist was making that amt and they felt they should not bring me in at her rate-totally fair, it was OK w/ me.
Have you received any type of review? I would prob ask for feedback on your performance, what areas they view as your strengths, where do they want you to improve. Then when you know where you stand, say that you would like to open a discussion about your compensation package--remember, salary is not the only thing you could negotiate. If they will not commit to raises, would they be open to extra paid conference attendance, covering ASHA dues, licensure fees, ASHA convention, etc.
Also, I prob would not share any info you know about the other SLP's compensation, unless its common knowl-don't acknowl that you know others have not rec'd a raise. Assume you deserve one! Good Luck!
