I had a student that confused to and at. For example "We're to the store" instead of at the store. So we went on a treasure hunt and had to go "to" places. When we were walking we chanted, "We're going to the ______" and when we arrived we announced, "We're AT the office." We played this game twice and he got it. Maybe you can set up a game where he has to deliver mail to people and when he gives it to them have him say, "For you" or have him deal cards out loud, "for you, for me, etc." Hope this helps!
