How are you talking with the child? Try commenting more. Follow his lead as to what he's interested in. He'll be more likely to want to communicate then. Or try doing silly things, which I've found works very well to get a child to talk. For example, we play with potato head and I put all the pieces in the wrong place. The kids think it's really funny and will usually start telling me where the pieces need to go.
