I think the key is that he is still unintelligible, even to you some days. I would keep him. You might want to add back in the processes that are below 40% IF you see that he still has not generalized them to conversation. I know we are supposed to remove them at 40%, but I admit I typically keep Cycling them until I hear them emerge in conversation. Also, if he is still having trouble with s-blends, don't forget to use the carrier phrase "it's a _______" to have him produce two blends in a phrase. It helps for generalization to conversation.
