Can they hit a switch? Use a Big Mack, or even better, a Step-by-Step, to "initiate" play--program it or any other voice-output device to script a play scneario, like "Let's build with blocks" or "Let's play potato head." You can make pix of items or have them point to colors to make choices--what color block they want, which potato head piece they want. So you are also teaching vocab and concepts while playing and communicating. If this is too hard, try bubbles, playdoh, baby doll and offer choices so they learn to initiate communication--reach, point, eye gaze, etc.
