How about backing up and getting her comfortable with just vocalizing with you. If she's able to... give her a kazoo and show her how to vocalize into it. Does she like music? Maybe try getting her to join in on Old MacDonald by singing the E-I-E-I-O part while playing with manipulatives. If she responded at the playground, maybe she'll repond more to therapy during other types of active play like... playing chase and targeting "gotcha" or "tag". Does it seem like selective mutism? If so, you'll need to get a psychologist involved, but you can still work on parallel play with self-talk etc. Simply getting her to feel comfortable is where you can start.
