If he is intelligible and there is not an impact on academics or socialization (which there usually isn't in Kdg), then he's not eligible for services. It is a developmental error. Between 2nd and 3rd grade you see a decrease in the number of students with a front lisp.
I just had a mom asking me about her Kdg son's lisp, and I had to tell her that he wouldn't qualify for school based services. They would have to go the private route if they want to correct it at this time.
Educating teachers on appropriate "red flags" is part of our job as well, and it sounds like this may be a good teacher to start with.
