Yes, these are too early, however, she may have worked with this child on these sounds for a couple months while monitoring the other (age-appropriate) sounds. It isn't unheard of to work on stimulable sounds while making sure the child doesn't regress in "just acquired" sounds. If the child receives other services, perhaps she was "just" waiting for his IEP to dismiss (?). Not the best scenario-but it does happen. If these were the sounds written into the IEP-then yes, those sounds are too early to be considered delayed.
