Assuming articulation was all she was seeing him for, that is too early in my opinion. Plus, if the sounds were emerging which I'm guessing they were, he would not qualify for services.
Was she also working with him on language skills and maybe worked on stimulating those sounds on the side? I really would need more information to give a better answer. However, I've seen all kinds of inappropriate goals and objectives and had to call for a meeting to change them. I don't think she referred to her norms or has a strong background in articulation.
