Age appropriate therapy for artic

I just started my cfy and was under the impression that I am not to work on sounds like /l, sh, ch/ because those aren't fully expected to be mastered until after the preschool years. I have a 4 year old boy whose therapist worked on these sounds with him last year. He now has perfected these sounds and really doesn't exhibit other Lang or artic problems. Was this therapist right to work on those sounds? Thanks
