PDD child won't imitate

I just began seeing this child who is almost three and is nonverbal. My first few sessions consisted only of crying but now he is more cooperative. Receptively he's fine and will follow directions. I have been focusing on signing me for requesting and turn taking. I have also taught him other signs but he won't imitate or spontaneously communicate. I have withheld toys to get him to express himself to no avail. Any advice?
