Can you try holding back before giving him things and then giving him the verbal prompt? So if I had a spinning toy I would spin it (to get him interested) then stop spinning it and say 'spin'. He would echo 'spin', then I would look at him expectantly and he would say 'spin' again and I would immediately start spinning the toy. You may want to leave that last step out the first several times that you do it so he has an idea of what you want him to do. Ask his parents to start doing the same for everything he wants...he must ask for it!! As long as you are helping him by giving him the communication then fading back on your prompt quickly, he should become an independent speaker (at least for requests) in no time!
