Was this assessment with a school district or a private clinis? if it is with a school district she probably won't qualify....In my district she would not qualify at 3-1 unless she was unintelligible as these errors are still somewhat developmental in nature....schools look for significant delays before qualifying....yes there are errors to work on that she could fix at this age...but not ever district looks at it the same
