Try: Artic & Lit by Jennifer Chisler Borsch MS CCC-SP (not sure if it still published). It lists books with wordlists of different target sounds (and target language skills). It also has an index of target sounds stating how many words in the book have a target sound. According to this book, the book White Snow, Bright Snow has 42 /f/ sound words in it. Doctor DeSoto has 32, and a tale of Peter Rabbit has 30. Corduroy has 32. you would just have to pick based on your audience and target words
