Interdental /s/ and /z/ is developmental up to about age 4 1/2. It is never normal for any other sounds (/t, d, n, l/, "sh", etc.) For 3 and 4 year olds, if it is just the /s/ and /z/, I focus on other sounds, since that may correct on it's own.
With the other sounds, I will work on it, although most of the 3 -5 year olds who I see who need to elimiate interdental sounds lack the maturity and patience to work on this skill.
