I know it's difficult to tell for sure in such a young child, but may be CAS (Childhood Apraxia of Speech). I would suggest checking out Pam Marshalla's work and book, Becoming Verbal with Chidhood Apraxia. Also, the Apraxia.kids website. I work in early intervention with 2 year olds and have encountered several kiddos who cannot imitate sounds. The Marshalla approach is producing slow, steady improvement.
