When you're doing oral-motor play, do you find that these movements are well co-ordinated? Is she able to imitate oral movements easily or do these also look effortful and imprecise? Has she had her hearing checked? Is there a significant gap between her ability to understand and use language?
A strategy I use with imitation is to start by imitating the child - it gets the game going, and then you can start to make changes. Imitate her vocalisations and build it into a sequence. Use activities - such as a swing, or a slide - to model CV and CVC structures for requesting verbally
It's a place to start. What you've described sounds to me like it may be a severe verbal dyspraxia, so do some reading around this and consider yourself to be on quite a long road, where every little step takes a lot of work with you and her family.
