Phonemic Awareness is appropriate for three year olds. Phonemic awareness is manipulating sounds, hearing sounds, etc. Phonics is when the symbol is address in connection with the sound. Phonemic awareness can be addressed in "the dark" since it does not use any symbolism at all.
I taught a 3 year old class and we loved or phonemic part of the day. We used nursery rhymes daily. We used finger plays and sang silly word songs like "The Name Game" http://en.wikipedia.org/wiki/The_Name_Game.
