I've used the Word Flips book from Superduper with kids to start at the syllable level for initial consonants. It has many different initial consonant vowel combinations. I use a different visual cue for each different sound (e.g., I touch my mouth for /b/, I touch my throat for /k/, I rub my belly for /m/, etc.). Then eventually, you can stop giving them a model and see if they can go through the syllables/words with just the visual cue.
