How old are the kids you are talking about? Up to a certain age, play IS the developmentally appropriate mode of learning. I think teachers forget that sometimes, because they have so many things they are expected to teach... and because a certain number of students can be pushed ahead to learn in a more academic way. The more mature kids begin to look like the norm and kids who are developmentally appropriate --but less mature-- look like they're delayed, lazy, or have behavior problems.
I think you can report that your students are still at the age where play is the primary mode of learning and that those kids can be expected to make more progress when they are a little older and can sustain more focus on tasks.
