I'm not sure I am seeing why you are thinking of focusing on phonemic awareness with either child.
With the unintelligible child, I would focus on geting them to imitate sounds, syllables and CVC's that I produce. I wouldn't go anywhere near the topic of sound symbol correspondence.
With the second child, I would focus on changing the behavior. I would start a program where I and the child take turns picking what activities is next. My selection may initially be things the child really likes, like Mr. Potato Head or blocks. Gradually, my selections are things that the child wouldn't pick.
Another method I use is where I will offer choices with these kids. I might have 10 activities available, all of which I can address a goal with in some way. I offer two choices 'book or puzzle?', making it clear that they have to pick one of those two things.
