I agree with the other poster... pick some words that are highly motivating to the child (and hopefully include some early sounds) and engage him in a play activity, using those words over and over. Have him use either a vocalization, word approximation, or simple sign to request: e.g. have your highly motivating toy in a container and have him say "oh" for "open" (or the whole word if he can do that) or do the sign for open, with hand over hand assist if needed, to get something out of the box. Model the word open a bunch of times too. Once he's comfortable around you, take a toy away saying "my turn" then have him make some sort of request to get it back.
Try to use speech in a fun (more automatic) way, too, by using words like "yay", "whee" or "uh oh" at appropriate times with a lot of inflection. Some kids will start saying this type of word before other words.
