where do i even start??

I recently received two children on my caseload who are both very similar: 3 years old and in the first percentile for receptive and expressive language on the pls. I saw one today for the first time and it was jargon, jargon, jargon!! I felt like I was playing with an infant. He did not appear to understand a word I was saying, but promisingly, he imitated "more". I feel so lost as to where to start. I suppose I should target vocabulary, but this just feels so daunting. Does anyone have suggestions?
