The 1882 and 1883 patents were filed by Lowe, on behalf of AL & W. It was a patent using a spring to keep the blade away from the shaft. The patent was used by Charles H. Westwood for some of his lures , around 1900 (brother of Benjamin Westwood of AL & W). This points to the possibility that Lowe made lures for C.H. Westwood & Co.. Westwood lures have also been found with the L-in-star Lowe trademark. McHarg also made lures for Westwood & Co. If it's for sale, let me know, as I'm currently putting together my Westwood collection in a display.
