I would try some of the distinctly hardy plants common to the Mediterranean, sub-Mediterranean, and desert climates of the world: certain live oaks such as Q. chrysolepis, Arbutus (madrone), manzanita, Italian cypress, herbs such as rosemary and lavender, etc. There are also plenty of totally hardy plants (sage, Russian olive, native oak, pine) native to your area that would look very fitting in a Med-style garden. There are also several large figs in town, notably one on Quinton and I believe 14th, another on West 13th just above the Catholic church overlooking the Cherry Heights plateau. I seem to recall seeing a monkey puzzle tree somewhere in the east part of town too though I'm not sure where exactly.
I seem to notice that at least when it comes to herbs and ground covers, more places in The Dalles have been doing the Mediterranean look in recent years. If you use 0-5F as your hardiness standard for creating a warm-temperate garden you probably won't go wrong.
