MHSPL 2008 Fall Rules
1. The league will follow the rules provided in the NSA rules book with the noted exceptions.
· NSA points of emphasis (noted differences from ASA).
o 53 ft. pitcher’s mound. 70 ft. bases
o 6 ft. to 10 ft. arc
§ Umpires will look for pitch that travels between the front shoulder and back knee
§ With lower arc – “deep” will not be relevant. Lower 6 ft. pitch may travel to catchers glove
§ 10 ft pitch is likely to fall no further than a foot or so behind home plate
§ Umpires will “call the plate” not where player stands in batter’s box
o NSA does not call illegal pitch in tournaments. However, umpires will call illegal this year in league play while we transition to new arc
o Third strike out is a dead ball
o You can bat as many as 12 in the lineup
o No Stealing
o A courtesy runner may be used one time per inning. The last out (not necessarily batter) from the previous inning - male for male or female for female. First inning use the last batter in the line-up.
· Also see attached MHSPL rules and Approved / Non Approved NSA Bat lists
o Most importantly, be courteous to the umpires. We cannot enjoy this recreational activity without them.
2. Open Rosters. But must obtain written release if appeared in a games with another team. Must play in 2 games to be eligible for the playoffs.
3. Team listed second on schedule
· Responsible to call off game 1 hour prior to game time (weather and filed conditions only). Notify umpire assignor, opponent and Chick (484.358.0606) or Boog (484.437.3654)
· Home/away option for first game of doubleheaders
· Responsible to set up and break down field and back fill home plate.
· Turn on/off lights.
· Failure to turn off lights and/or put bases away could result in permit being rescinded
· Provides new 12” (men) and 11” (women) ball. Visitor supplies back up balls.
4. Can bat 10, 12 or 14 players with male/female rotation. Five men and five women in the field is the typical lineup. A minimum of 4 women must play in the field (forfeit situation only). The ideal lineup is 5M/5F, 6M/6F or 7M/7F with men and women alternating in the lineup.. A team can start with 9 players and add a 10th at the bottom of the lineup. You can finish the game with 9 players. The vacant 10th spot is an out.
5. Walks. If a male walks he is awarded second base then the subsequent female has the option to walk or bat.
6. Bats. Women can use any bat on the approved NSA bat list http://www.playnsa.com/modules.php?name=Equipment&approved=1&type=0
Men can only use metal bats (“Kmart or Walmart specials”). No composites. No half and halves. Violation -The ball is dead, the batter is out and base runners may
not advance. The batter is ejected for using an illegal bat.
7. Forfeit time is 15 minutes after game time. In the case of doubleheaders, the second game will be forfeit 30 minutes after the first game time. Two forfeits will put the team on probation. Decision will be made about any subsequent forfeit(s).
8. MHSPL will use a 20 run rule after 3 ½ innings and 12 runs after 4 ½ innings. Home team bats if necessary.
9. Metal cleats are permitted
10. Playoffs- all teams will make the playoffs. Best of 3 series. Begin Oct 6.

11. Tiebreakers: head to head, record among 3 or more tied teams, coin flip.
12. Playoff games will e canceled by Boog or Chick only.
13. Progressive discipline will be followed:
· First ejection – sit remainder of game and next game
· Second ejection – sit remainder of game and next three games
· Third ejection – sit remainder of game and not eligible to play pending outcome of disciplinary hearing.
14. No beer will be tolerated within Mickey Vernon Park or parking lots. Police will enforce Borough ordinance. Violators can be subject to $1,000 fine and team will jeopardize field permit.
