Muzzle work certainly has its place. I think it can help a dog learn to continue forward when esquived (denied the bite), but you also have to do some bitework in order to teach the dog how to deal with pressure while on the bite so it can learn to overpower and control the criminal. Here are some video examples that illustrate this even though most are sport oriented.
