IMO, we are looking at an unprepared trainer/ decoy, a handler that shouldn't be on either end of the line, maybe only if the collar was actually on her, LOL. Not being sexist it would go for a dude too. I believe this video represents what can go wrong and will go wrong. And they are using it as a tool to show that. Also their is a long freeze shot on the dog towards the end so they are obviously using it also to promote that particular dog showing his true ability for protection work and/or what they are producing through their progam. The decoy probably wishes he had that video to view before hand, so it is certainly a valuable learning tool for decoy work.
