I believe that is what the military pays for a one year old untrained dog, so we can prey train it. The problem is prey training is dangerous as hell for explosives detection. You don't really want a dog bouncing around to tell you that there is a bomb under your feet. They have a hard time finding calm dogs after they wind them up in prey.
If they knew another way besides drive training, they could get dogs from the pound and train them in a very short time for a passive alert, and send them on their way.
