Trust me, this is alot easier than it sounds. The first thing you need to do is make sure that the sound on your clip is at the maximum level, if you're using any of the sony movie makers this is as simple as right clicking over the voice track and when you see the popup menu, go down to where it says switches and make sure that "normalize" is checked. That alone will make a huge difference in the volume of the clip. The next thing that you need to do is make sure that you can manipulate the voice track without effecting the video track, especially useful if you only want the speaking part. To do this, make sure you have the "ignore event grouping" checked. On Sony's Vegas Movie Studio, it's on the top tool bar. Depending on your program it may be in a different place. Once you can manipulate the tracks indepentantly you can cut the voice track till you only have the part that you want and then you can adjust the volume accordingly, you can do the same thing with the music track, determine where you want the volumne lower and then cut and adjust till your heart's content.
