Well, my guess would be that the authors don't want to use a real country that could be misrepresented in some way. It's a lot easier to use a fake country like "Moldhar". That way no one can complain that the author got it wrong and insulted the Moldharian people. Or the Datarians...or the Kamarians...etc. etc.
