Your assumption is correct, when the pages are full, they get taken down. Some people seem a bit "lost" or confused when looking at a full page of requests and don't know what to do or where to write their request (I'm not joking). Additionally, it's easier for me to keep the requests in mind if the sheet is in front of me. However, I will heed your advice (temporarily) and leave the sheets hanging for people to review.
