I hope you were able to correct the water issue. Last winter I just left the natural soil around the beginnings of my desert garden - a silty mix left from Lake Bonneville which didn't drain nearly as well as I'd hoped. So I proceeded to kill off 80% of what I had there. Moisture control is a real problem here, with the constant winter freezing and thawing. I've been trying to amend the soil on any new xeric plant I add.
