Why not make a brake optional on junior bikes and above? If people are "allegedly" slacking them off then surely that is the situatuion at present. We all know and drum it into our kids that using a brake on the track is dangerous and a big 'no no'. I can't think of any other instances of problems being caused on the track due to the fitting of a brake. If parents are worried about the front cable being snagged then why not fit one on the back with a token little foot lever somewhere to satisfy the scrutineer.
