The Apostles are overwhelmed by this supernatural phenomenon leading them to understand that they had received Charisms of the Holy Spirit (1) enabling them to advance Our Father's plan specially tailored for each of them.

The Coming of the Spirit.
1
When the time for Pentecost was fulfilled, they were all in one place together.
2
And suddenly there came from the sky a noise like a strong driving wind, and it filled the entire house in which they were.
3
Then there appeared to them tongues as of fire, which parted and came to rest on each one of them.
4
And they were all filled with the holy Spirit and began to speak in different tongues, as the Spirit enabled them to proclaim.
The Spirit of God acknowledges the individual person by revealing His presence resting on each of the apostles.
We also note The Holy Spirit inspiring The Apostles to deliver the Good News also using the languages of foreigners resident in Jerusalem, recalling an often overlooked Old Testament invitation found in Leviticus 19:34 “The stranger who resides with you shall be to you as the native among you, and you shall love him as yourself, for you were aliens in the land of Egypt; I am the LORD your God.”
At the Pentecost event Our Father reaffirms His love for all human life; by reminding us that every human person is our neighbour.
Pentecost reveals Our Father's invitation to the assembled apostles to do as He asks; for He will guide us every step of the way.
You have made known to me the paths of life;you will fill me with joy in your presence.~Acts 2:28
Our Father stresses to The Apostles that their ancestors were a tribal community enslaved in Egypt; aliens in a foreign land subject to abuse by their masters.
"What we have heard, what we have seen with our own eyes, what our hands have touched, this we also announce to you, so that you too be in communion with us." ~ l John 1:1-11
While understanding that we are individual human beings living within families, and communities facilitating our development into sociable, mature adults able to relate too, and assist all whom we welcome as our neighbour without exception.
