As for the witching hour...it is usually 12:00 a.m. to 1:00 a.m. However that can translate many ways.. if it is the witching hour on the West coast at Midnight wouldnt that be 3 a.m. on the East coast ....just a thought.
I dont think ghosts tell time, or wait to come out till a certain time, but I do think we feel a witching hour in our soul as it is dark and mysterious at those hours. People were not designed to be nocturnal although most I know are.
